Professors typically cannot---universities have policies against that. If you are a graduate student, though, then people can and do date former students, although it is usually frowned upon. Professors can also sometimes date graduate students---actually, if I recall correctly, the head of my department is currently dating a former graduate student.
Relationships between a student who, say, attends courses by department X with a university employee at department Y is not really mentioned by the cited text (and is probably pretty common in academia - think couples who get together while they are students, then one of the two graduates and takes on a job at the university while the other one is still a student).
As a professor you need to engender the respect of your fellow faculty members and create an appropriate social distance between yourself and your students. A senior colleague once described his first semester at the college where he had dressed very informally and treated the students as peers only to have one express dismay and disappointment at the low grade he had received from his buddy.
I teach at the university level. My undergraduate students are so young and callow that I can't even fathom dating them. And I definitely give the side eye to people in my position or above who would date their undergrads. Even at the grad school level, the power dynamics are too problematic.
I never have but some people thought I was having an affair with a tutor at one point A Music student who was in the year above me is engaged to her college tutor. There can be all kinds of moral implications with dating a tutor. In my non-case, there were questions of abuse of power If a lecturer came onto me, I'd not be impressed at all.
Also it might depend on whether they staff member and student ever work together, if you are a student in the Maths department and you meet and start dating a lecturer who works in the English department and have no ties academically i can't see how the university could kick up a fuss.Learn More
